Description The Seattle office is looking for a civil engineer/project manager to do the following:
Coordinate the commercial and financial aspects of multi-disciplinary engineering projects. Support the construction process and coordinate multiple design inputs to design. Use site infrastructure design to consider many factors in the design process, from the construction costs and expected lifetime of a project to government regulations and potential environmental hazards such as earthquakes and hurricanes. Provide advice and engineering input on civil engineering issues for Environmental Impact Assessments and subsequent EIS documentation. Work with teams preparing Scheme Design, Design Development and Contract Documentation for site civil engineering for a range of infrastructure and building engineering projects. Demonstrate an understanding of the interactions with associated disciplines including: geotechnics, traffic engineering and transportation analysis/ environmental issues with particular reference to contamination assessment and mitigation/ urban planning/ building engineering skills (structural, mechanical, electrical and plumbing). Ability to integrate civil engineering into policy analysis and development.
Requirements:
Master's degree or foreign degree equivalent in Civil Engineering or related field and 3 years of experience in the job offered or related civil engineering occupations.
Experience and/or education must include:
1. PMP certification for project management
2. Site infrastructure design, including storm water drainage design, specifically attenuation systems, local authority highways/drainage adoption processes;
3. Principles of sustainable design;
4. Integrate civil engineering into policy analysis and development;
5. Management of an ISO 9001 certified quality management program;
6. Engineering skills: Construction of marine structures; land formation and earthworks; roadways designs; rail and transit designs; hydrology, hydraulic analysis and stormwater drainage systems; sanitary drainage systems; power, gas, telecommunications and water supply infrastructure.;
7. Proficient in Primavera software

Detailed Description
Job Description:
RTSC's Engineering, Technology and Field Operations Functional Unit is currently seeking a Program Manager in Civil Engineering for its Construction Engineering Organization. This individual will provide overall technical expertise and leadership for contract projects in the design and construction of civil systems. The design team is comprised of engineers and designers specializing in facility design for radar, command and control, and telecommunications system infrastructure environment. This group is tasked with facility design, construction management, systems installation, integration, testing for domestic and foreign customers.
You will be responsible for managing the execution of the organization's contract work for specific programs. The responsibilities will include the management of all work assignments to the organization; which will include planning, execution, monitoring and control. The planning will involve determining program staffing requirements; developing detail task scheduling; developing specific budgetary allocations and determining metric tools implementation for monitoring and status of the program activity progress against cost and schedule. It will include establishing the program goals, policies and procedures appropriate for the task execution. You will be responsible for monitoring the progress of the work during execution, determining remedial action for outside of plan status and reporting to management.
This position will have frequent contacts with equivalent level managers within the overall program team, with senior program management and RTSC Engineering management. It will also require presentations to domestic and international customer representatives.
You should be familiar with the IBC, BOCA, ASME, ASTM and ANSI codes. You will provide direction and consultation on civil issues at various sites and be responsible for technical work performed by lower level engineers. You should be able to work effectively in a team setting. You will be expected to work with minimal technical and senior management direction and at a high level of independence in resolving problems and establishing the approach for a solution. You will be involved with projects from the proposal stage through site construction and system installation selloff.
Required Skills:
You must have a Professional Engineer's license in Civil Engineering and at least 8-10 years experience in geotechnical, structural, or civil design.
You should have a good understanding of general construction practices, including new facility construction, upgrades of existing facilities, and other related construction work.
You should have the ability to work effectively in a multi-task environment, and have good project management skills.
You must have experience with management of A&E design firms and facility construction company efforts.
You must possess strong communication skills and be comfortable in performing presentations for customers.
You must have the willingness and ability to travel about 25% of the time to various construction sites or customer facilities at domestic or international locations.
You must have a current DOD Secret security clearance or the ability to obtain one.
Experience with Microsoft Office applications, Microsoft Project and AutoCAD is a requirement.
Desired Skills:
Prior electronic systems site design experience and/or prior federal government contract experience.
Experience with civil systems is required and experience with Geotechnical engineering is preferred. Experience with other CAD software products and with Primavera.

Electrical and Software Engineering is a core capability within our product innovation business.
